Mr. PENG Youyi graduated from the Southwest University of Political Science and Law with a bachelor’s degree in law in 1993. After graduation, he worked at a court as clerk, judge assistant, judge, and president of the economic tribunal, trying lots of cases of economic disputes of different kinds as presiding judge or judge, and has rich experience in litigation.

Mr. PENG started his career as a lawyer in 2002, and worked at Grandall Legal Group (Beijing) Office, Beijing Zhong Yin Law Firm, and Beijing Highking Law Firm, respectively, and joined Beijing Blossom & Credit Law Firm in 2011. During his practicing career, he has served as independent director of Xinjiang Tianshan Cement Co., Ltd. (a listed company controlled by a central state-owned enterprise) (for 6 years and 2 terms of office) and Ningxia Building Materials Group Co., Ltd. (formerly known as Ningxia Saima Industrial Co., Ltd.) (for 3 years and 1 term of office).

At present, Mr. PENG is an expert advisor for civil and administrative cases for the Supreme People’s Procuratorate, arbitrator of Wuhan Arbitration Commission, and member of the Committee for State-Owned Asset Practice of the Beijing Lawyers Association. He received the titles of Outstanding Lawyer and Outstanding Law Firm Director of Haidian District for multiple times.

During his practicing career as a lawyer, he mainly focused on litigation, arbitration, and non-litigation legal services for securities investment, merger and restructuring, construction project, disposal of state-owned assets, corporate bankruptcy and liquidation.

• Provided legal services for the transformation and merger of China National Materials Group Corporation, an enterprise directly subordinated to the State-owned Assets Supervision and Administration Commission, and China National Native Products and Animal By-Products Import & Export Corporation and over 10 subsidiaries thereof;

• Provided legal services for acquisition by listed companies for China National Non-metal Materials Corporation, Harbin Pharmaceutical Group Co., Ltd., and Sanchine Pharmaceutical Holding Co., Ltd.;

• Provided legal services for the transformation for listing of NKY Pharmaceuticals Ltd., a company listed on the ChiNext Market;

• Provided legal services for issuance of corporate bonds by Sinohydro Group Limited;

• Participated in the disposal of non-performing assets by SPD Bank, China Everbright Bank, CITIC Bank, and other commercial banks;

• Provided legal review services for loans on land reserves conducted by China Development Bank throughout China;

• Participated in the conversion of debts to shares for Huarong Asset Management;

• Led the legal services for bankruptcy liquidation conducted by Shougang Group for its controlled subsidiaries;

• Represented Zhonghai Trust, Pacific Securities, and other financial institutions in litigation and arbitration cases of default on bonds;

• Represented several subsidiaries of China National Building Materials Group Co., Ltd. in multiple disputes over construction projects both in and outside of China;

• Represented AIMA Technology Group Co., Ltd. in the case of dispute over construction project with Nantong Si Jian Construction Co., Ltd.
